A new proposal to tax carbon emissions in Washington State aims to put communities of color in the center of the fight for environmental justice. Initiative 1631 would require that 35% of the money raised from a fee on carbon emissions, proposed at $15 per ton of carbon, be spent on communities of color that are impacted the most by pollution. It needs 260,000 signatures by July 2nd to get on the ballot and is currently in the process of gathering those signatures.
